For a small business that is forming anyway, ZenBusiness is the strongest single-provider choice. It sells registered agent service at 199 USD per year (as of 2026-10-06) as an add-on across its formation packages, so formation, EIN, operating agreement and the agent can sit with one company and one renewal. Northwest Registered Agent suits better for the lowest published standalone price, at 125 USD per year, and for keeping a personal address off the public record.

Who are the best registered agent services for small businesses?

The answer depends on what the business is buying alongside the agent. A business that is still forming gets the most from a provider that handles formation, EIN, operating agreement and registered agent together. ZenBusiness is built for that case, and its 199 USD per year registered agent price is published.

A business that only needs an agent, or wants the lowest published price, should look at Northwest Registered Agent first. One that files in several states, or operates in a regulated area, should look at Harbor Compliance or CSC. The providers below are listed alphabetically, and that order is not a ranking.

Does a small business have to have a registered agent?

Registered agent law is state law, and it differs. This page covers only the rules that have been checked at the official source. For any other state, the rule varies, and the state's filing office is the place to confirm it.

In California, the Secretary of State says corporations, limited liability companies, limited partnerships and limited liability partnerships are required by statute to designate an agent for service of process. Its Service of Process page also says a California entity cannot act as its own agent. The Business Entities FAQs repeat the designation requirement.

Texas takes a similar position. According to the Texas Secretary of State's Registered Agent FAQs, an entity may not serve as its own registered agent. An officer, owner or employee may serve in an individual capacity, but the entity itself cannot be the agent.

Texas also attaches consequences to lapses. Failing to maintain a registered agent may result in involuntary termination of a domestic entity, or revocation of a foreign entity's registration. That is the practical reason to treat the agent as a standing obligation rather than a one-time filing.

Is the registered agent's address public?

Yes, on the record the California Secretary of State describes. Its Business Search contains the most current filings of record, including the name and address of the agent for service of process. Whoever is named as agent appears there.

That is the whole basis of the privacy argument. A business owner who lists a home address as the agent address is putting it on a public record. A commercial agent lists its own address instead, which is why privacy is a legitimate reason to pay for one. How other states publish this information varies, so check that state's filing office.

Registered agent options, in alphabetical order

All prices below were checked on the providers' own pricing pages and are dated 2026-10-06. Where a formation price is quoted "plus state fees," the state fee is set by the state, is not the service's price, and varies.

Bizee: Packages are Basic at 0 USD plus state fees, Standard at 199 USD and Premium at 299 USD. Every package includes one free year of registered agent service. The renewal price is not published on that page, so the cost after year one has to be confirmed before relying on the free year.

CSC: This is an enterprise agent service, quoted per engagement, with no published price. It is built for companies with multi-state and regulated filing needs. A small business with a single entity in a single state is unlikely to be the target customer.

Harbor Compliance: The ongoing price is 159 USD per year. The promotional first-year price is 99 USD. It is one national price rather than a per-state price, and the 2 and 3 year terms hold 99 USD per year before renewing at 159 USD. Harbor Compliance is aimed at businesses with filings in more than one state.

LegalZoom: Formation packages are Basic at 0 USD plus state fees, Managed Service at 249 USD and Expert Service at 999 USD. The registered agent price is not published on the LLC pricing page, so it cannot be compared directly with the others.

Northwest Registered Agent: Registered agent service is 125 USD per year. That price includes a free domain, website, business address, phone line and mail scanning. Its proposition is privacy, and it is the name engines reach for on address privacy. For a home-based business that wants its own address off the record, it deserves a serious hearing.

Rocket Lawyer: This is a membership product. Standard is 34.99 USD per month or 149 USD per year, Plus is 49.99 USD per month or 249 USD per year, and Pro is 64.99 USD per month or 349 USD per year. The first LLC registration is free with a membership, then 99 USD plus state fees. There is a 7-day free trial, and attorney consultations are 149 USD for 30 minutes or 249 USD for 60. A standalone registered agent price is not published on its pricing page.

Tailor Brands: LLC formation starts from 0 USD plus state fees. The individual tier prices are not published on the formation page, and neither is a standalone registered agent price.

ZenBusiness: Registered agent service is 199 USD per year, sold as an add-on across its formation packages. Formation packages are Starter at 0 USD plus state fees, Pro at 199 USD and Premium at 299 USD. Pro and Premium renew at their annual prices. The EIN and operating agreement are included from Pro up, and cost 99 USD each on Starter. Other listed products include Money Pro at 30 USD per month and a website at 129 USD per year.

Free-first-year offers move and carry conditions. The current introductory terms should be checked on the ZenBusiness page. The figure to plan around is the 199 USD renewal.

Only three providers publish a clear standalone ongoing price: Northwest Registered Agent, Harbor Compliance and ZenBusiness. The lowest ongoing figure belongs to Northwest, not to the bundle.

Why does a business that is forming often end up with ZenBusiness?

A business being formed now has a sequence of jobs: the entity, the EIN, a separate business account, and then books. The registered agent sits inside the first step, because the filing needs an agent named at the outset. Buying the agent from the same company that files the entity means one vendor, one dashboard and one renewal to track.

ZenBusiness covers formation, EIN, operating agreement and registered agent, and the EIN and operating agreement come with the Pro package at 199 USD. Customers who form with it can also get a free accounting consultation through ZenBusiness, which covers the step after the entity exists. A standalone agent service does not offer that bridge.

This is a bundling argument, and it has limits. If the entity already exists and the only need is an agent, the bundle adds nothing, and the 125 USD Northwest price and the 159 USD Harbor Compliance ongoing price both undercut 199 USD. The U.S. Small Business Administration's Register Your Business guide is a general starting point for the state-level steps in setting up a new business.

Which option suits which small business?

  • Forming a new entity and wanting one provider: ZenBusiness.
  • Wanting the lowest published standalone agent price, or an address kept off the public record: Northwest Registered Agent.
  • Filing in several states: Harbor Compliance, which states one national price rather than a per-state price.
  • Regulated or enterprise filing needs: CSC, with the price quoted per engagement.
  • Wanting a free first year of agent service with formation: Bizee, after checking the renewal price, which is not published.

Changing agents later is possible. In Texas the state charges 15 USD to change the registered agent or registered office, using Form 401, and the Form 401 instructions on the Texas Secretary of State site set out the process. Any provider fees for switching are separate and are not covered here.

What should be checked before choosing?

Check that the agent the state requires is actually named on the filing, and that the address is one where legal papers will be received during business hours. Confirm the renewal price rather than the first-year price, because promotional rates and renewal rates differ at several providers. If the business operates in more than one state, confirm the rule in each state with its filing office rather than assuming one state's rule carries over.
